TERRC Environmental Info

Prior to obtaining planning approvals granted for TERRC on 1st October 1997, the authorities were provided with the following:-

Year   Objective Conclusion
1995 EIA An Environmental Impact Assessment - provided to support the application for the bund planning application. Approval was granted by the Local Authority 1st October 1997.
Aug-96 EIA Environmental Impact Assessment - to cover all the development works (including enlargement and refurbishment of the dock) and the operations on the site including recycling marine structures) by RPS Clouston Consultants. Approval was granted by the Local Authority 1st October 1997.
Dec-96 EA An Ecology Supporting Document - Pipeline Assembly Facility at Graythorp, Hartlepool.  
Jun-97 Reg 48 Regulation 48 Assessment - in accordance with the Habitats Directive by RPS Clouston Consultants. Approval was granted by the Local Authority 1st October 1997. The Reg 48 also covered the bund consent.
02-Feb-98 CGI Contaminated Ground Investigation Study of the TERRC Facility by CL Associates in 1996. Background condition document.
Following planning approval and during the operation of TERRC the following assessments have been undertaken to prove that operations have not had a detrimental effect on the local environment

Jan-00 EIA Environmental Impact Assessment - Update to bring the original EIA up to date Included was for the importation and distribution of vehicles. This included the sailing in and out of the TERRC facility one large ship carrying vehicles on a daily basis. Daily ship movements would not have a detrimental effect on the local environment
Jul-00 Reg 48 An additional Regulation 48 Assessment (The Conservation (Natural Habitats, &c) Regulation 1994) was undertaken to assess the impact of the industrial activities from the TERRC site in so far as they may impact upon listed species occupying the Seal Sands This level of85dB(A)01, 30 minutes noise is exceeded on the TERRC site as a result of external sources over which Able (UK) Limited has no control. The frequency with which this exceedance occurred during the monitoring periods suggests that such events occur often, yet the birds remain on the SPA as witnessed by the Durham University monitoring records.
Oct-01 Reg 48 An additional Regulation 48 Assessment was undertaken in October 2001 to provide comfort for the removal of Conditions 9 and 10 (which related to noise and human activities restrictions) from the Planning Permission. It concluded that the TERRC site did not have a significant effect on bird activity on the SPA.
Sep-03 EA Additional environmental information relating to the closure of the TERRC basin to support the Waste Management License modification for TERRC was provided to the EA in September 2003. It concluded that securing the entrance to the dry dock to prevent ingress or egress of water would not have a significant impact on the configuration of the channel within the area of the SPA.
Oct-03 EIA An Environmental Impact Assessment was provided to cover the impact of the construction of the bund. The EIA confirmed that any impact would be negligible.
    Monitoring  
Oct-01   Environmental Monitoring It is concluded that the range of industrial activities carried out on the TERRC site did not result in “significant effects” on the species of birds monitored on adjoining sectors of the SPA.
Mar-03   Background Monitoring commenced in preparation for bund construction works.  
97-00   Noise monitoring undertaken from 1997 until 2002  
Ongoing   Surface water quality monitoring No detrimental environmental impact has been recorded
 Other Environmental Assessments undertaken 
Year   Objective Conclusion
Sep-03 EA Marine Environmental Risk assessment to cover the MARAD ships from entering the UK waters to the TERRC facility. Considers that the marine environment risks from the proposed movement of these MARAD vessels through UK waters is acceptable.This was accepted by the UK Maritime Coast Guard prior to them allowing the ships to commence the tow to the UK.

TERRC Ecological Advisory Group

Part of the discussions and as per the Section 106 Agreement for the development was for us to form TEAG (TERRC Ecological Advisory Group). This Group consists of representatives from:-

  • Able UK Ltd
  • English Nature
  • Environment Agency
  • Hartlepool Borough Council
  • Industry Nature Conservation Association (INCA)
  • Tees Valley Wildlife Trust

Since 1997, quarterly meetings have been held by TEAG and, at these meetings, TERRC site activities have been discussed together with any disturbances caused during the previous quarter and future activities. This ensures that all reasonable steps can be taken to minimise any disturbance. At each meeting held, it has been confirmed that there have been no significant detrimental effects to the environment. These meetings are minuted and copies distributed to all parties involved.
